Introduction

The Prime Minister’s Office is responsible for providing leadership and coordination across the whole of government to support national planning and policy-making. Established under the Constitution and Government Act, the office plays a critical role in providing strategic direction and oversight to both the government and public service, which are vital for effective governance and decision-making.

The Office’s work aligns with the Tonga Strategic Development Framework II (TSDF II) by providing leadership crucial for monitoring and evaluating the nation’s progress toward economic growth, infrastructure development, and social goals. Through its oversight of Cabinet, national planning, policy development, digital transformation, and local governance, the Office contributes directly to the development of the Tongan economy by coordinating across sectors such as health, education, infrastructure, and regional cooperation.

Strong central governance is especially important for Small Island Developing States (SIDS) like Tonga. Given the unique challenges SIDS face, such as vulnerability to natural disasters, limited resources, and reliance on foreign aid and investment, effective coordination enables the government to make evidence-based decisions. This coordination also ensures Tonga can effectively engage in regional cooperation, attract foreign investment, and access international aid programs.

What We Do

Cabinet Management

The Prime Minister’s Office provides secretariat and administrative support to Cabinet through the Cabinet & Policy Department. This includes managing Cabinet meetings, ensuring effective communication of Cabinet decisions, coordinating the implementation of Cabinet directives, and maintaining Cabinet records. The office ensures proper procedures are followed for all Cabinet submissions and decisions, supporting informed decision-making at the highest level of government.

National Planning

The Office coordinates national development planning through the National Planning Department, overseeing the implementation of the Tonga Strategic Development Framework II (TSDF II). This includes monitoring progress toward national goals, coordinating with development partners, and ensuring alignment between national priorities and ministry plans. The department provides crucial data-driven insights to guide policy decisions and national development strategies.

Digital Government Services

Through the Digital Transformation Department, the PMO leads Tonga’s transition to digital government services. This includes implementing secure government networks, developing online services for citizens, and ensuring digital inclusion across all islands. The department works to improve government efficiency through technology while ensuring services are accessible to all Tongans.

Local Government Coordination

The PMO oversees local governance through Governors and Government Representatives in outer islands, coordinating between national and local levels of government. This includes supervising District and Town Officers, managing community development initiatives, and ensuring effective service delivery across all island groups. The office works to ensure balanced development and representation for all communities in Tonga.

International Relations Support

The International Department coordinates the Prime Minister’s engagement with regional and international partners, particularly for Pacific Leaders’ Meetings and high-level international engagements. This includes managing diplomatic correspondence, coordinating official visits, and supporting Tonga’s participation in regional forums.

Policy Development

The Office leads policy development and coordination across government, ensuring alignment with national priorities and international commitments. This includes providing high-quality policy advice to the Prime Minister and Cabinet, coordinating policy implementation across ministries, and monitoring policy outcomes to ensure effectiveness.

The Corporate Services Department provides essential administrative support across the PMO, including:
