The Commission is responsible for regulating and overseeing communications services in the Kingdom of Tonga, including telecommunications, broadcasting, and the use of radio spectrum, in accordance with the Communications Act 2015 and related legislation.<\/p>\n\n\n\n<p>The Commission\u2019s primary function is to promote the long\u2011term interests of end users of communications services by ensuring efficient, competitive, affordable, and reliable communications markets, while safeguarding consumer interests and supporting national development objectives.<\/p>\n\n\n\n<p><strong>Job Terms and Conditions:<\/strong><\/p>\n\n\n\n<p>Appointment to the position of Commissioner shall be made in accordance with the <strong>Communications Commission Act 2016<\/strong>.<\/p>\n\n\n\n<p>The appointment will be for a fixed term as prescribed under the Act and may be eligible for re\u2011appointment subject to satisfactory performance, statutory requirements, and approval of the appointing authority.<\/p>\n\n\n\n<p>Remuneration and allowances will be determined in accordance with relevant Government policies and approvals.<\/p>\n\n\n\n<p><strong>Purpose of the Role:<\/strong><\/p>\n\n\n\n<p>The purpose of the Commissioner is to contribute collectively, as a member of the Commission, to the independent governance, strategic direction, and decision\u2011making of the Communications Commission, ensuring that the objectives and functions set out under the Communications Commission Act 2016 and Communications Act 2015 are effectively discharged.<\/p>\n\n\n\n<p><strong>Specific Purpose of the Role is to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Participate in regulatory decision\u2011making relating to telecommunications, broadcasting, and spectrum management in Tonga;<\/li>\n\n\n\n<li>Ensure that the Commission carries out its statutory functions in a fair, transparent, and independent manner;<\/li>\n\n\n\n<li>Promote competition, affordability, efficiency, and innovation in communications markets;<\/li>\n\n\n\n<li>Safeguard consumer interests and support universal access to communications services;<\/li>\n\n\n\n<li>Ensure compliance with applicable legislation, licence conditions, and regulatory instruments;<\/li>\n\n\n\n<li>Contribute to policy formulation, strategic planning, and the overall governance of the Commission.<\/li>\n<\/ul>\n\n\n\n<p><strong>Accountabilities:<\/strong><\/p>\n\n\n\n<p>A Commissioner is collectively accountable, together with other Commission members, for the performance of the Commission and the proper exercise of its powers and functions under relevant legislation.<\/p>\n\n\n\n<p>Commissioners are expected to act independently, ethically, and in the best interests of the Kingdom of Tonga, and to avoid conflicts of interest in accordance with statutory and good governance requirements.<\/p>\n\n\n\n<p><strong>Minimum Requirements: Qualifications and Experience:<\/strong><\/p>\n\n\n\n<p>Applicants must possess appropriate tertiary qualifications from a recognised university or institution in one or more of the following fields: telecommunications, information and communications technology, engineering, economics, law, finance, business administration, public policy, or a related discipline.<\/p>\n\n\n\n<p>In addition, applicants must demonstrate substantial senior\u2011level experience, knowledge, or expertise relevant to communications regulation, governance, public administration, corporate leadership, or a related sector.<\/p>\n\n\n\n<p>Prior experience working with regulatory bodies, government agencies, public enterprises, or international organisations will be highly regarded.<\/p>\n\n\n\n<p><strong>Essential Skills:<\/strong><\/p>\n\n\n\n<p>Applications are welcomed from individuals who demonstrate strong integrity, sound judgement, and the ability to contribute effectively to high\u2011level decision\u2011making.<\/p>\n\n\n\n<p>Commissioners must possess:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strong analytical and strategic thinking skills;<\/li>\n\n\n\n<li>A sound understanding of governance and regulatory principles;<\/li>\n\n\n\n<li>High\u2011level communication, negotiation, and stakeholder engagement skills;<\/li>\n\n\n\n<li>The ability to work constructively as part of a collegial decision\u2011making body;<\/li>\n\n\n\n<li>A commitment to transparency, accountability, and public interest outcomes.<\/li>\n<\/ul>\n\n\n\n<p>All person\u2019s expression of interest must possess the highest standards of personal and professional ethics, be over 18 years of age and not be prohibited from being appointed as Commissioner under the Communication Act 2020 and the Communication Commission Act 2016.<\/p>\n\n\n\n<p>Your application must have a cover letter with updated CV which must state clearly your most recent employment histories and indicate three (3) referees.
